This dissertation investigates compact actions by congruences of products of semigroups, which need not be normal. The pape begins with a discussion of certain left congruences. A structure theorem for actions by a congruence of a product of semigroups is given, and the interplay between an action (α , ψ(B × T),Φ(D × T)) and a related action (Υ,B,D) is discussed in detail. If one of the semigroups in the product has some of the properties of a thread, conditions are given for which the state space need not be a K-space. Under certain conditions, an alternate description for the set of points of maximal orbit is given.
